What is the “one-off subsidy for promoting independent language learning”?
The "One-off Grant for Promoting Independent Language Learning" is a special grant issued by the Education Bureau to eligible schools in the 2024/25 school year. It includes two subsidies for English and Putonghua, each worth HK$200, 000. Schools can use subsidies to purchase learning resources, hire non-establishment tutors, or purchase related learning and teaching services to promote students' independent language learning.
The subsidy can be used across academic years toEnd of 2026/27 academic year, schools should set goals, strategies, performance indicators and evaluation methods according to students’ needs.

Subsidy amount: HKD 200, 000 for each subject in English and Mandarin
Nature of subsidy: One-off subsidy
Period of use: Before the end of the 2026/27 academic year

Account arrangement: Each allowance must have an independent ledger
Important restrictions: English and Mandarin subsidies cannot be used together, and the same project cannot receive repeated funding.
What projects can the stipend be used for?
The main usage areas listed by the Education Bureau include purchasing or subscribing learning resources, hiring non-establishment tutors or support staff, and purchasing learning and teaching-related services. All expenditures should be directly related to independent language learning or enriching the school language environment.
• Purchasing and/or subscribing to content that promotes independent language learning and/or enriches the language learning environment
Resources to enhance students’ English and Mandarin learning experiences;
• Recruit non-established English and Mandarin tutors or non-teaching support staff to support students
Chinese language learning and/or organizing English and Mandarin activities to enrich the language learning environment and promote learning
Students learn independent language; and
• Purchasing learning and teaching-related services from individuals/professional organizations with professional knowledge and developing school-based
resources to support independent learning of English and Mandarin, and/or organize English and Mandarin activities,
